CTPAT Minimum Security Criteria 2020
New Minimum Security Criteria
U.S. Customs and Border Protection announced all current Customs Trade Partnership Against Terrorism (CTPAT) members will need to comply with new minimum security criteria by January 2020. Note, although most members will not undergo a re-validation in 2020 due to the four-year validation cycle, they will still need to comply with new requirements.
Security Profile Updates
CTPAT is temporarily suspending applicant submissions from January 1, 2020 through June 1, 2020 while the Eligibility Requirements and the Security Profile with the new Minimum Security Criteria (MSC) are being updated. This is expected to be done by June 1, 2020. CBP asks that new applicants check back after June 1, 2020 for submissions.
Security Profile Excel Sheet
In the interim, the program has uploaded the new security profile questions to Portal’s Public Library as of December 20, 2019. The questions are on an excel sheet and listed by entity. Please use the excel sheet to prepare for the updated security profile. It is recommended that you answer the questions and then cut and paste your responses once the new security profile is open on June 1st.
Please note that your company’s annual security profile review period will remain the same. In addition, your current security profile will be uploaded via a pdf document in the Portal Document Exchange of your respective account.
Two New Criteria Required for all Entities
CBP released an online letter for CTPAT members stating the addition of two new criteria that apply to all entities:
- Members must have a code of conduct in place (ID Number 11.5),
- Members must initiate their own internal investigation of a security breach as soon as they are aware of the incident (ID Number 7.37).
Moreover, additional criteria were developed for the sea carrier members. The MSC for highway carriers, long-haul highway carriers, and foreign manufacturers has been or will be translated into both Spanish and French. Some of the other criteria will also be translated into other foreign languages, including Chinese and Vietnamese. Once the translations have been conducted, they will be posted in both the portal and the CBP website.

CBP states, “A lot of resources have been uploaded to the CTPAT portal in the “Public Documents/Public Library” section. Please make use of these resources as you implement the new MSC.”
New Minimum Security Criteria (MSC) Updates Now Available
Gathered from CBP’s Official CTPAT site, “In order to be accepted into CTPAT, your company must be able to meet certain security requirements. Please visit the pages listed below that correspond with your industry or your role in the industry if you are interested in partnering with CBP in the CTPAT program.” We suggest entities familiarize themselves with the requirements and in June, once the new Security Profile has been updated, each can update their profile.
