100% Screening Mandate

When DHS was mandated to implement the SAFE Port Act in 2012, they were given a 2 year extension by Congress, so perhaps that will happen again.  However, there have been many discussions that imply that the mandate should just go away, but doesn’t seem likely.  DHS even says that the mandate is “neither the most efficient nor cost-effective approach to securing our global supply chain.” Other major industry groups argue that the mandate would increase the cost of shipping but deliver little to no benefit.

Meeting the Mandate faces other Challenges: For one thing, DHS would have to convince other countries to be on board with implementing the new process and operating the scanning systems. Furthermore to ensure that international Customs officials are up to the task and on board will be difficult.
