The ISA
program is another voluntary CBP program aimed towards increasing
regulatory compliance through proactive self-governance while reducing
the burden on Focused Assessments (CBP Regulatory Audits). |

Advantages to participating in ISA are: |

Enables proactive risk management
|

Removal from Focused Assessment list
---No routine on-site audits other than CBP account manager
consultation unless compliance risk is identified
|

Participation allows for advanced notice of violations with
opportunity to resolve prior to action and can mitigate the impacts
of adverse findings |

Scarbrough
recommends consideration of participation in the ISA program. At a
minimum every importer should position themselves for compliance
using ISA evaluation criteria regardless if they actually apply or
not.
