C-TPAT is
a voluntary CBP program designed to increase supply chain security
through voluntary participation by importers and others
integral to the international supply chain. It focuses on proactive
practices to reduce and avoid supply chain security breaches.
The benefits of participation are tiered by level of participation

C-TPAT to the importer are significant. The follow

data regarding reduced exams for C-TPAT members that
import trade sensitive products (textiles, wearing
apparel, electronics, etc.)?
Answer:
C-TPAT members
receive the lowest level of trade Compliance
Measurement (CM) examinations, and the negation of
most ACS cargo selectivity which generates a trade
examination. On average, C-TPAT members receive
6 times fewer enforcement examinations, and 4
times fewer trade examinations, than non-C-TPAT
members.

C-TPAT Participation
is an important part of business continuity
planning. Former Customs Commissioner Richard
Bonner emphasized this in the November 2005 edition
of the American Shipper in an article titled
" Security Starts at the Top " by Eric Kulisch where
he said, " We need high-level private sector
leadership to understand the benefits and the need
to make investments, to understand that C-TPAT is
an insurance policy against the disastrous
effects of disruption," Bonner said, because they
" will have their supply chains restored first."
